SAMARINDA (BeritaTrans.com) – The Indonesian Port Business Entity Association (ABUPI) held a Focus Group Discussion (FGD) event with the theme “The Role of BUP and Tersus / TUKS in Encouraging Regional Economic Growth” (17/10/2024).
The FGD in Samarinda is the second in a series of ABUPI Roadshow 2024 activities, which was previously held in Surabaya (10/10/2024). Attended by around 135 participants, presenting 6 (six) resource persons, namely the Head of KSOP Kelasi I Samarinda, Mursidi SE., ME., BAPPEDA of East Kalimantan Province, Dedy Pudja Wardana, S.T. from related associations, namely Deputy Chairman of the Industry Division of KADIN H. Untung Surapati, SE, Chairman of DPC INSA Samarinda Agus Sakhlan and Chairman of the HR Development Compartment of DPW ALFI / ILFA KALTIMTAR Rifka Hidayat M. Spi MBA and Chairman of DPW APBMI East Kalimantan ST. Trilaksono.
In his presentation, the Head of KSOP Samarinda, Mursidi, said that most of the activities that support national economic growth are through sea transportation. It was mentioned that the number of Special Terminals (Tersus) / Terminals for Own Interests (TUKS) in East Kalimantan is the largest in Indonesia, which is as many as 457 Tersus / TUKS. with this large number, of course, it has an impact on regional economic growth.
The existence of a Port Business Entity (BUP) will further improve port governance, so that the services provided will be more optimal. Tersus or TUKS is only used for its interests in accordance with its main license so it is not commercial, unlike the Port Business Entity which is indeed a port / terminal for the public and is commercial in nature.
Meanwhile from the East Kalimantan Provincial Bappeda, Dedy Pudja Wardana, said that East Kalimantan Province has compiled the RPJPD 2025-2045, which makes East Kalimantan Province an IKN Economic Superhub to be the main actor in the realization of Kalimantan Island as the economic superhub of the archipelago which leads to the development of agglomeration centers and new economic sectors based on future economic clusters to encourage the creation of economic equality in Eastern Indonesia.”
In this discussion, both from KADIN, INSA, ALFI and APBMI, agreed that to support regional growth, collaboration between business actors is needed, so as to increase the rate of regional economic growth. Furthermore, Rifka Hidayat from ALI/ILFA Kaltimtara explained that there is an increasing trend in throughput volume at 4 Container Ports in KALTIMTARA in 2018-2024, due to: RDMP Project, IKN, Housing Construction, Palm Oil Industry Development, Industrial Estate Development and others, even expecting the collaboration of ABUPI and ALFI/ILFA in the region.
Several questions were raised during this discussion session, such as those submitted from the East Kalimantan Provincial Transportation Office, that if our maritime industry is growing but where is the money, because the province and regencies / cities have not been able to manage the port at this time, we have a regional port but when asking to manage a port that is already operating with high PNBP is not given, the question is there is no contribution to PAD received directly by the local government? Because when PNBP is paid, it is directly deposited into the State Treasury, although some may be handed over to the regions in the form of development in work units.
Another thing that becomes a contradiction is when the terminal is still in the status of Tersus / TUKS, the region gets PAD through retribution, but when it changes to BUP or existing BUP, it changes to PNBP. the region does not get it.
Is the development of the matirim industry economically yes because it contributes growth to the regional revenue but how can this growth be felt directly by the region in the form of the APBD.
Responding to the question, the Head of KSOP gave advice to get PAD must think and change the mindset as an entrepreneur, if there is no ability to cooperate or collaborate with the private sector to improve the regional economy.

At the end of the event, ABUPI Chairman Aulia Febrial Fatwa, reiterated that strong collaboration between government and private institutions is needed to create an efficient maritime ecosystem to achieve sustainable regional economic growth, especially in the maritime sector,” he said.
Because we know, East Kalimantan is rich in natural resources, but these natural resources will run out over time, therefore we must think about how the maritime industry can be sustainable.(ahmad))
